This bilingual collection of essays, the fruits of a conference held in 1989 to commemorate the join Bicentennials of Georgetown University and the French Revolution, illuminates the various ways in which the American Revolution and its aftermath directly and indirectly influenced France before and after the French Revolution. The essays cluster around several basic themes: the condition of Native Americans and African-Americans, French perceptions of political, religious, and economic issues in the new republic, and the ways in which French images of America were affected by travel literature and the performing and plastic arts. The intercultural and interdisciplinary approaches taken by the fifteen authors are equally various and include social and political history, literary history and criticism, and linguistics.

Although popularly conceived as a relatively recent phenomenon, patterns of immigrant smuggling and undocumented entry across American land borders first emerged in the late nineteenth century. Ingenious smugglers and immigrants, long and remote boundary lines, and strong push-and-pull factors created porous borders then, much as they do now.
Historian Patrick Ettinger offers the first comprehensive historical study of evolving border enforcement efforts on American land borders at the turn of the twentieth century. He traces the origins of widespread immigrant smuggling and illicit entry on the northern and southern United States borders at a time when English, Irish, Chinese, Italian, Russian, Lebanese, Japanese, Greek, and, later, Mexican migrants created various "backdoors" into the United States. No other work looks so closely at the sweeping, if often ineffectual, innovations in federal border enforcement practices designed to stem these flows.
From upstate Maine to Puget Sound, from San Diego to the Lower Rio Grande Valley in Texas, federal officials struggled to adapt national immigration policies to challenging local conditions, all the while battling wits with resourceful smugglers and determined immigrants. In effect, the period saw the simultaneous "drawing" and "erasing" of the official border, and its gradual articulation and elaboration in the midst of consistently successful efforts to undermine it.
The post–Civil Rights era was marked by an explosion of black political thought and aesthetics. Reflecting a shifting horizon of expectations around race relations, the unconventional sounds of free jazz coupled with experimental literary creation nuanced the push toward racial equality and enriched the possibilities for aesthetic innovation within the Black Arts Movement. Deliberation, in recent years, has emerged as a form of civic engagement worth reclaiming. In this persuasive book, Sandra M. Gustafson combines historical literary analysis and political theory in order to demonstrate that current democratic practices of deliberation are rooted in the civic rhetoric that flourished in the early American republic.
Though the U.S. Constitution made deliberation central to republican self-governance, the ethical emphasis on group deliberation often conflicted with the rhetorical focus on persuasive speech. From Alexis de Tocqueville’s ideas about the deliberative basis of American democracy through the works of Walt Whitman, John Dewey, John F. Kennedy, and Martin Luther King Jr., Gustafson shows how writers and speakers have made the aesthetic and political possibilities of deliberation central to their autobiographies, manifestos, novels, and orations. Examining seven key writers from the early American republic—including James Fenimore Cooper, David Crockett, and Daniel Webster—whose works of deliberative imagination explored the intersections of style and democratic substance, Gustafson offers a mode of historical and textual analysis that displays the wide range of resources imaginative language can contribute to political life.
Imagining Legality argues that images of law suggested by television and film are as numerous as they are various, and that they give rise to a potent and pervasive imaginative life of the law. The media’s projections of the legal system remind us not only of the way law lives in our imagination but also of the contingencies of our own legal and social arrangements.
Contributors to Imagining Legality are less interested in the accuracy of the portrayals of law in film and television than in exploring the conditions of law’s representation, circulation, and consumption in those media. Defining the "common knowledge" a "literate" person should possess has provoked intense debate ever since the publication of E. D. Hirsch's controversial book Cultural Literacy: What Every American Needs to Know. Yet the basic concept of "common knowledge," Ramona Fernandez argues, is a Eurocentric model ill-suited to a society composed of many distinct cultures and many local knowledges.
In this book, Fernandez decodes the ideological assumptions that underlie prevailing models of cultural literacy as she offers new ways of imagining and modeling mixed cultural and non-print literacies. In particular, she challenges the biases inherent in the "encyclopedias" of knowledge promulgated by E. D. Hirsch and others, by Disney World's EPCOT Center, and by the Smithsonian Institution. In contrast to these, she places the writings of Zora Neale Hurston, Maxine Hong Kingston, Gloria Anzaldúa, and Leslie Marmon Silko, whose works model a cultural literacy that weaves connections across many local knowledges and many ways of knowing.

Imagining Rhetoric examines how women’s writing developed in the decades between the American Revolution and the Civil War, and how women imagined using their education to further the civic aims of an idealistic new nation.
In the late eighteenth century, proponents of female education in the United States appropriated the language of the Revolution to advance the cause of women’s literacy. Schooling for women—along with abolition, suffrage, and temperance—became one of the four primary arenas of nineteenth-century women’s activism. Following the Revolution, textbooks and fictions about schooling materialized that revealed ideal curricula for women covering subjects from botany and chemistry to rhetoric and composition. A few short decades later, such curricula and hopes for female civic rhetoric changed under the pressure of threatened disunion.
Using a variety of texts, including novels, textbooks, letters, diaries, and memoirs, Janet Carey Eldred and Peter Mortensen chart the shifting ideas about how women should learn and use writing, from the early days of the republic through the antebellum years. They also reveal how these models shaped women’s awareness of female civic rhetoric—both its possibilities and limitations.
Forests have always been more than just their trees. The forests in Michigan (and similar forests in other Great Lakes states such as Wisconsin and Minnesota) played a role in the American cultural imagination from the beginnings of European settlement in the early nineteenth century to the present. Our relationships with those forests have been shaped by the cultural attitudes of the times, and people have invested in them both moral and spiritual meanings.
Author John Knott draws upon such works as Simon Schama's Landscape and Memory and Robert Pogue Harrison's Forests: The Shadow of Civilization in exploring ways in which our
relationships with forests have been shaped, using Michigan---its history of settlement, popular literature, and forest management controversies---as an exemplary case. Knott looks at such well-known figures as William Bradford, James Fenimore Cooper, John Muir, John Burroughs, and Teddy Roosevelt; Ojibwa conceptions of the forest and natural world (including how Longfellow mythologized them); early explorer accounts; and contemporary literature set in the Upper Peninsula, including Jim Harrison's True North and Philip Caputo's Indian Country.
Two competing metaphors evolved over time, Knott shows: the forest as howling wilderness, impeding the progress of civilization and in need of subjugation, and the forest as temple or cathedral, worthy of reverence and protection. Imagining the Forest shows the origin and development of both.

Only one performance style has dominated the lexicon of the casual moviegoer: “Method acting.” The first reception-based analysis of film acting, Imagining the Method investigates how popular understandings of the so-called Method—what its author Justin Rawlins calls "methodness"—created an exclusive brand for white, male actors while associating such actors with rebellion and marginalization. Drawing on extensive archival research, the book maps the forces giving shape to methodness and policing its boundaries.
Imagining the Method traces the primordial conditions under which the Method was conceived. It explores John Garfield's tenuous relationship with methodness due to his identity. It considers the links between John Wayne's reliance on "anti-Method" stardom and Marlon Brando and James Dean's ascribed embodiment of Method features. It dissects contemporary emphases on transformation and considers the implications of methodness in the encoding of AI performers. Altogether, Justin Rawlins offers a revisionist history of the Method that shines a light on the cultural politics of methodness and the still-dominant assumptions about race, gender, and screen actors and acting that inform how we talk about performance and performers.
Jasmine Mitchell investigates the development and exploitation of the mulatta figure in Brazilian and U.S. popular culture. Drawing on a wide range of case studies, she analyzes policy debates and reveals the use of mixed-Black female celebrities as subjects of racial and gendered discussions. Mitchell also unveils the ways the media moralizes about the mulatta figure and uses her as an example of an ”acceptable” version of blackness that at once dreams of erasing undesirable blackness while maintaining the qualities that serve as outlets for interracial desire.
In the early 1920s, Fannie Hurst’s enormous popularity made her the highest-paid writer in America. She conquered the literary scene at the same time the silent movie industry began to emerge as a tremendously profitable and popular form of entertainment. Abe C. Ravitz parallels Hurst’s growing acclaim with the evolution of silent films, from which she borrowed ideas and techniques that furthered her career. Ravitz notes that Hurst was amazingly adept at anticipating what the public wanted. Sensing that the national interest was shifting from rural to urban subjects, Hurst set her immigrant tales and her "woiking goil" tales in urban America. In her early stories, she tried to bridge the gap between Old World and New World citizens, each somewhat fearful and suspicious of the other. She wrote of love and ethnicity—bringing the Jewish Mother to prominence—of race relations and prejudice, of the woman alone in her quest for selfhood. Ravitz argues, in fact, that her socially oriented tales and her portraits of women in the city clearly identify her as a forerunner of contemporary feminism.
Ravitz brings to life the popular culture from 1910 through the 1920s, tracing the meteoric rise of Hurst and depicting the colorful cast of characters surrounding her. He reproduces for the first time the Hurst correspondence with Theodore Dreiser, Charles and Kathleen Norris, and Gertrude Atherton. Fellow writers Rex Beach and Vachel Lindsay also play important roles in Ravitz’s portrait of Hurst, as does Zora Neale Hurston, who awakened Hurst’s interest in the Harlem Renaissance and in race relations, as shown in Hurst’s novel Imitation of Life.

Government agencies spend billions of dollars each year for policy analysis with the expectation that improved policy will follow. Although civil servants conduct some analysis themselves, more frequently they contract with research organizations to assess the probable consequences of new social policies and to answer other policy questions.
Jams M. Rogers develops a theory that explains and predicts the impact of policy analysis. He illustrates his theory through welfare reform, where policy analysis is caught in political warfare and has little chance to improve actual policy.
During the 1960s and 1970s over $108 million was spent on four unprecedented social scientific experiments to test the effectiveness of a major proposal to reform the welfare system. Now out of favor, the negative income tax was thn considered to be an appealing alternative to welfare. Starting in New Jersey and Pennsylvania during the Johnson administration, the experimental research continued through Carter's term and helped to keep reform proposal and research organizations alive. This book examines the results of these experiments and their effect on Carter's reform attempt—the Program for Better Jobs and Income.
One of the author's main conclusions concerns the role of value conflict. If there is strong disagreement within society over the goals of policy, analysis will seldom change the minds of decision makers or influence policy. Policy analysis is more likely to influence thinking and policy if the issue involves low conflict.

Sutton E. Griggs’s first novel, originally published in 1899, paints a searing picture of the violent enforcement of disfranchisement and Jim Crow racial segregation. Based on events of the time, including US imperial policies, revolutionary movements, and racial protests, Imperium in Imperio introduces the fictional Belton Piedmont and Bernard Belgrave as “future leaders of their race” and uses these characters to make sense of the violence that marked the dawn of the twentieth century. Taking on contemporary battles over separatism and integration, Griggs’s novel continues to play a crucial role in understandings of Black politics.

Implementing City Sustainability examines the structures and processes that city governments employ to pursue environmental, social, and economic well-being within their communities. As American cities adopt sustainability objectives, they are faced with the need to overcome fuzzy-boundary, coordination, and collective action challenges to achieve successful implementation.
Sustainability goals often do not fit neatly into traditional city government structures, which tend to be organized around specific functional responsibilities, such as planning, public works, parks and recreation, and community development. The authors advance a theory of Functional Collective Action and apply it to local sustainability to explain how cities can—and in some cases do—organize to successfully administer changes to achieve complex objectives that transcend these organizational separations. Implementing City Sustainability uses a mixed-method research design and original data to provide a national overview of cities’ sustainability arrangements, as well as eight city case studies highlighting different means of organizing to achieve functional collective action.
By focusing not just on what cities are doing to further sustainability, but also on how they are doing it, the authors show how administrative structure enables—or inhibits—cities to overcome functional divides and achieve successful outcomes.
Over the past three decades, governments at the local, state, and federal levels have undertaken a wide range of bold innovations, often in partnership with nongovernmental organizations and communities, to try to address their environmental and natural resource management tasks. Many of these efforts have failed. Innovations, by definition, are transitory. How, then, can we establish new practices that endure?
Toddi A. Steelman argues that the key to successful and long-lasting innovation must be a realistic understanding of the challenges that face it. She examines three case studies—land management in Colorado, watershed management in West Virginia, and timber management in New Mexico—and reveals specific patterns of implementation success and failure. Steelman challenges conventional wisdom about the role of individual entrepreneurs in innovative practice. She highlights the institutional obstacles that impede innovation and its longer term implementation, while offering practical insight in how enduring change might be achieved.
In the 1850s, early Euro-American settlers established two remote outposts on the slopes of the eastern Sierra Nevada, both important way stations on the central emigrant trail. The Carson Valley settlement was located on the western edge of the Utah Territory, while the Honey Lake Valley hamlet, 120 miles north, fell within California’s boundaries but was separated from the rest of the state by the formidable mountain range. Although these were some of the first white communities established in the region, both areas had long been inhabited by Indigenous Americans. Carson Valley had been part of Washoe Indian territory, and Honey Lake Valley was a section of Northern Paiute land.
Michael Makley explores the complexities of this turbulent era, when the pioneers’ actions set the stage for both valleys to become part of national incorporation. With deft writing and meticulously researched portrayals of the individuals involved, including the Washoe and Northern Paiute peoples, Imposing Order Without Law focuses on the haphazard evolution of “frontier justice” in these remote outposts. White settlers often brought with them their own ideas of civil order. Makley’s work contextualizes the extralegal acts undertaken by the settlers to enforce edicts in their attempt to establish American communities.

There is an alluring desire that research should lead us to find the practical knowledge that enables people to live a good life in a just and equitable society. This desire haunted the 19th century emergence of the social sciences as a discipline, then became more pronounced in the postwar mobilizations of research. Research hopes to change social conditions to create a better life, and to shape people whose conduct embodies these valued characteristics—the good citizen, parent, or worker. Yet this hope continually articulates the dangers that threaten this future. Thomas Popkewitz explores how the research to correct social wrongs is paradoxically entangled with the inscription of differences that ultimately hamper the efforts to include.
Before the establishment of the Big Thicket Nature Preserve, the Big Thicket of Texas became a symbol of nature's last stand against encroaching civilization. Here, in a mingling of ecological zones, come together plants, animals, and birds—many of them rare—the flora and fauna of north and south, east and west. Northern maples and beeches stand not too great a distance from cypresses and Southern magnolias. American hollies grow large and orchids bloom among Northern ferns. Mesquite and tumbleweed, plants of the Western desert, survive where the annual rainfall averages sixty inches. On a major flyway, the Big Thicket is a stopping place for many birds in passage as well as home to a wide variety. Beavers build their dams there, and an occasional coyote yips in the night.

Each group viewed the Thicket from a different perspective and foresaw its future in different terms.
This book records the impressions of two Thicket lovers. Michael Frary's paintings and drawings of woods and water, of birds in flight and strange plants growing close to the moist earth are pictures of a place, a time, a mood caught today—and not the same if left until tomorrow. The qualities of gentleness and violence are constant, but often hidden—there to be brought out by human need or human greed.
William Owens writes of the people who have lived their lives in the Big Thicket, who have stirred its stillness with whoop and holler across the waters, who have taken in its stillness and explosive beauty until they themselves are made up of gentleness and violence.

The Improbable Life of the Arkansas Democrat is based on more than one hundred interviews with employees of the Democrat, including editors, reporters, feature writers, cartoonists, circulation managers, business managers, salespeople, typesetters and others, from the 1930s through the early 1990s, when the Democrat took over the more prominent Arkansas Gazette after an aggressive newspaper war.
This new addition to Arkansas journalism history provides vivid details about what it was like to work at the Democrat. August Engel, who led the paper with focused devotion for forty-two years, was famous for his thrift, creating austere conditions that included no air conditioning in the newsroom and sub-par wages. In spite of these drawbacks, the paper was still home to many dedicated journalism professionals endeavoring to do good work.
Readers who remember the ultimate acrimony between the two papers may be surprised to learn that for many years the Democrat and the Gazette owners operated under a tacit agreement of civility. The papers didn’t raid each other’s staff, for example, and when a fire broke out in the Gazette pressroom, Democrat management offered to loan the use of its press. Staffers recall that when the Gazette struggled with an advertising boycott and reduced circulation during the Little Rock Central High crisis because of its perceived progressive editorial stance, which infuriated many Arkansans, the Democrat did less than it might have to capitalize. The eventual newspaper war that combined the two rivals saw the end of any semblance of civility when the Democrat hired an aggressive and infamous managing editor named John Robert Starr.
Through these firsthand stories of those who lived it, The Improbable Life of the Arkansas Democrat tells the story of how the second-place paper overtook the oldest newspaper west of the Mississippi, forever changing not only Arkansas journalism but also Arkansas history.

Mental health challenges on college campuses were a huge problem before COVID-19, and now they are even more pronounced. But while much has been written about higher education’s mental health crisis, very little research focuses on the role played by those on campus whose influence on student well-being may well be greatest: teachers. Drawing from interviews with students and the scholarship of teaching and learning, this book helps correct the oversight, examining how faculty can—instead of adding to their own significant workloads or duplicating counselors’ efforts—combat student stress through adjustments to the work they already do as teachers.
